Rice: Settlement construction has 'negative effect' on talks

U.S. Secretary of State Condoleezza Rice criticized Israeli settlement activity in exceptionally harsh language Sunday, saying new construction projects on disputed land were having a negative effect on peace talks between Israel and the Palestinians. Rice made the comments during her sixth visit to the region this year - her latest attempt to prod Israelis and Palestinians toward a final peace deal.
